IP representative met with Mr. YOUNG Llewellyn, Senior Regional Advisor for Asia – Oceania at the Ramsar Convention Secretariat, Gland on 11&12 Jul 2016 and submitted this report.

There is an urgent need to define Ramsar site/boundary at Loktak Lake so as to develop relevant policies and action plan. So far Ramsar office have not received any definite boundary map of the designated site

Ithai Dam built for Loktak Hydro-Electric Project can be reviewed so as to ascertain benefits and harm. This will enable policy makers in enhancing benefits while mitigating the negative impacts on the lake.

Loktak Protection Act of 2006 as this has to be along India’s commitment to Ramsar Conventions. Certain provisions on local community in planning and implementation seems wanting. We urge the government of Manipur to review this legislation bringing in best practices and lessons learnt globally.
